What is a Form 11?

Form 11 is the Income Tax return used by individuals within the self-assessment system. It brings together taxable income, applicable credits and reliefs, capital gains information where relevant and the taxpayer's self-assessment for the year.

Who normally needs to file Form 11?

Revenue says self-employed individuals should register for Income Tax self-assessment. A person can also be required to register where taxable non-PAYE income exceeds €5,000 or gross non-PAYE income exceeds €30,000. Proprietary directors and some other chargeable persons can also have Form 11 obligations.

A PAYE taxpayer with smaller amounts of non-PAYE income may be able to report that income through the PAYE system instead, depending on the circumstances. The correct filing route should be checked before assuming Form 11 is required.

What is the 2026 Form 11 deadline?

The standard pay-and-file date is 31 October 2026. By that date, the self-assessment system generally requires the taxpayer to file the previous year's return, pay any balance for that year and pay preliminary tax for the current year.

Revenue has announced an 18 November 2026 deadline for the 2025 Income Tax Return where the taxpayer both pays and files through Revenue Online Service and meets the conditions for the ROS extension.

What is preliminary tax?

Revenue describes preliminary tax as an estimate of the Income Tax, PRSI and USC due for the current tax year. The amount must be sufficient under the applicable preliminary-tax rules; paying too little can lead to interest.

What records should you prepare?

  • Business income and expense records for self-employment.
  • PAYE income and tax information where applicable.
  • Rental, investment, foreign or other non-PAYE income records.
  • Pension contribution information and relevant relief documentation.
  • Details of disposals or capital gains where relevant.
  • Prior-year tax information needed to assess preliminary tax.

What happens if Form 11 is late?

Revenue applies a surcharge to late self-assessment returns. The rate and cap depend on how late the return is, and interest can also arise on unpaid tax. If a return is already overdue, it is usually better to establish the filing position promptly rather than allowing the delay to continue.
